authorises the printing of the Returns for the first time.

Having just taken charge of the Government on a date subsequent to the period comprised in the Blue Book I abstain until next year, from entering into a review of the state of the Colony.

I may, however, express an opinion that the Returns shew that the Colony is in a sound and prosperous condition, notwithstanding the unusual demand upon the Revenue and expenditure which could not have been foreseen.
