19th Nov. 72. I assume that Lord Kimberley has received your despatch No. 136 of the 6th November, forwarding the draft Ordinance No. 12 of 1872 to regulate the manufacture, importation, storage, and carrying of explosive Substances.

I think that a clause should be added to the ordinance excepting from its operation certain substances at present in use.

"Dynamite" has 75 per cent nitro-glycerine, "Lithofracteur" 50 per cent, and "Horsley's patent Blasting Powder" 25 per cent. But they are not "commonly known as Nitro-glycerine" in the words of the ordinance.
