entitled "An Ordinance enacted by the Governor of Hong Kong with the Advice of the Legislative Council thereof, to regulate the Manufacture, Importation, Storage and Carriage of Explosive Substances."
A very dangerous fire which recently occurred on board an American Ship laden with kerosene oil, in this Harbor, attracted attention to the necessity for some legislative measure in connection with the carriage of Explosive and highly inflammable substances.
