The Attorney General, in his report (which I enclose), refers to the occasion which peremptorily called for legislation on the subject.
Such a measure, apart from any peculiar circumstances, I think Your Lordship will concur in the advisability of introducing such a measure in this Colony, especially as the Government is in this instance simply following Imperial Legislation. I trust, therefore, that Your Lordship will be pleased to submit the enclosed Ordinance for His Majesty's gracious approval and confirmation.
