He would endeavour to deal with such questions as arise in a spirit of frank and Iriendly co-operation.

Meanwhile on the 20th January, an arrangement, a 80- exlled “modus vivendi" was settled whereby certain Dutch ver- eels.could be used immediately outside the submarine zone, of which 150,000 tons might be employed for Belgian reliei. On the departure of a Belgian relief ship to Halland & com responding ship should sail from Holland to the United States. The "modus vivendi" broke down' owing to Ger- man opposition. Only nine Dutch vessels of the sixty-five lying in American ports had sailed by the end of February. when the Netherlands roquested an advance of 100,000 tons of wheat on the ground that practically all the ships had already sailed. The reply points out that the Dutch, note of 30th March produces an impression that when the associated Gorommenta ultimately requisitioned Dutch tonnage the -step was taken entirely unexpectedly, yet explicit intimations that if an agreement was not reached other measures mast be taken were conveyed to the Netherlands on 8th and 12th March. Moreover on the 1st March the Netherlands delegate remaining in London was informed that it looked if it would reciprocally relieve the situation if the tonnage was requisitioned. But two months elapsed in which toe, Netherlands Government was silent although the situation had materially changed. Nevertheless, the associated Gov. eraments who would

The Netherlands implied that new conditions were necessary from the point of view of neutrality. This was not supported by International Law. It was merely a ruls that the Netherlands Government made for themselves as the Dutch Foreign Min ister himself stated. Rejection of the British offer made the requisitioning of the tonnage inevitable unless, a state of things was to continue which it was the object of the Central Powers to achieve, namely the immobilisation of Dutch ship- ping, Wale recogniting taat the Dutch delegates who discussed outstanding questions at the end of last year be not plenipotentarios His Majesty's Government repudiated the suggestion that the negotiations were merely prelimin aries on which the Netherlands should subsequently make proposals This view was supported by the Netherlands Gov ernment's letter to the Dutch delegate which is quoted. The proposed basis of agreement was drawn up settling the main i principles and the Dutch delegates returned to Holland to explain and obtain confirmation of their proposals at the end of January, His Majesty's Government being given to. understand that the Dutch reply might be expected in a few days and it would be favourable. The reply however never came.

The "Dieuwe Rotterdam Courant" reports that a muth- ally satisfactory arrangement has been reached between Holland and Germany and in announcement thercanent is to be expected very shortly. ·

Mr. Macpherson replied that all leave from France was at present suspended but cases sien as Mr. Watt had mea- tioned would be sympathetically considered by Sir Douglas Haig as soon as circumstances permitted.
