Japanese merchant ships on foreign service number 117 liners with an 'aggregate tonnage 627,000 and 517 tramps 696,000 tons.

Newchwang's Quarantine

Regulations

It is notified in the "Govem ment Gazette” that the Süpër- intendent of Customs and the Treaty Power Consuls have agreed that after this date véstále arriving from Hongkong will be treated as suspected vessels and will be dealt with accordingitis. the Quarantine Regulations for the port of Newchwang-

Tientsin's Trado. During the quarter which ended in September 1917, the total number and tonnage of vessela which entered and cleared "at |Tientsin was 481 „vessels of 467,655 tone, a decrease from the same quarter in 1916 of 133 vessels and 150,779 tons. The percent- szes were 425 per cent. Japanese, 34.6 per cent. British, 18.8 per cent Chinese, 2.9 per cent. Dutch and 1.2 per cent. Norwegian.

Merchant Service and Income Tax.

The special concassion granted by the Government whereby the officers and men of the merchant service receive the sameTM con- sideration in the way of redubed rates of Income Tax as these in. |the Navy and Army has met with the greatest appreciation. It is a matter in which the Imperial Merchant Service Guild has intereated itself for some time and it is to the Chairman ofits. Parliamentary Committee-Mr. Basil E Peto, MP-that this valuable concession is largely due.

Japanese Ship la Collision

The Tosa-mart II. (200 tons).. owned by the Toss Transport Company, has been sunk as the result of a collision with the Chigusa maru, a sailing ship, of Isbime, Tokushima prefecture. The crew and passengers were rescued by the Chigusa-paru. The Tosa-maru II. had on board. 10 passengers and 700 barrels of cement. The damage sustained is estimated at Y76.000; "Y70,000 representing the hull and Y6,000 the cargo.

Port Arthur's Naval Dockyard,

As previously noticed, (as the "Manchuris. Daily News a number of influential Japasere ah powners such as the Tatsuuma KE, the OkazakiK. K, eto, bave conjointly petitioned the Naval Office, Tokyo, through the Ryojun Naval Depot, for the sale of the Naval Dock at Port Arthur. They have a scheme to establish a ship- building company at a capital of Y5,000,000. The dook in question underwent thorough and ex- tensive repairs about two years ago at an outlay of some Y400,000, but has been left practically unused, except on a few sporadic occasions.

Charterages for Ocean-Goers.

In view of the decrease of large typed steamers owing to the offer of 150,000 tons to the United States, the 'charteråges for oosan- Foersare advancing rather wildly, The Daiyu Maru” owned by the Uchids K. K has been“. chartered to the Masudaya at Y40. per ton d.w. for one year for August delivery. She has a dead weight tornage of 8:800, and is to work the North American service. Thess. Heishin Maru, 4,450 tons dw, has been chartered by the N. Y. K. at Y34 for one year ta ply the Australian route. It may be added that the charterages for adjacent sea service have shown a rise by Y2 or so since reported last, and are quoted at 27-28 with an inclination for a further ascent.
