I cannot consider that Her Majesty's Government desire that I should prohibit Chinese Passengers, who are free Agents, from taking tickets by the San Francisco Mail Steamer and proceeding to that Port. Such a restriction would lead to very serious, in all probability, complications, and would result, in my opinion, in an undue interference.

And these remarks would equally apply to free Emigration to Taiwan, in which the French Government is interested, where there is a large and flourishing Chinese Community, and equally so in regards Manila, where the Chinese are under the protection of the Spanish Government.
