I think the safest rule is to allow free Chinese immigration under contract working and prohibit that under barter. I have seen that the Dutch got a statement applying for permission to export coolies to Java.
I should suppose there should be written rules to be given for reference to what the Lord Granville's rule is to construe "coolies". The term will be shredded by those who are bilked at the location.
