SHIPPING NEWS.
Freight Market,
The fortnightly freight market report of Mesars Wheelock & Co., Shanghai issued March 14, statesAs regards our Home ward Freight market to the | United Kingdom there is no change to report since last writing. There is still a large quantity of Government contract cargo to go forward so that all available space is being held at the call of the Government and merchants must not expect any relief for another monta or 80. As regards the Continent there is a Japanese steamer advertised to load for Marseilles in June next and we understand her rate is 1200/- per ton pet for general oargo, Via Pacific-Cargo:"is scafoer than, ever now; to the United States owing to stagnation Jin the American markets and the numerous Government restrict- ions on imports: the consequence is that steamers on this berth are unable to fill their allotments and ocean frei, hts are weak. The- date of the increase in rail rates overland has not yet been con- firmed but we understand that they will not be raised at any rate before the middle of April. Coastwise The uncertainty in.... the political situation now existing in China is having a very disturbing effect on the coasting trade and merchants are; restricting theirperations in consequence, particularly up North. Tientsin nas opened and Newchwang is expected to do so [shortly, but there is no great
movement of "cargo expected immediately for the reasons aforesaid. The Hongkong mat- ket continues to improve and the Saigon Hongking rate has been up as high as $1.90 per pioul bus nas since declined to $1.60 again with but little inquiry.
Interaed Sea Apprentices,
With regard to the position of sea apprentices who have fallen
into the hands of the enemy, the

Imparial Merchant Service Guild having had various requests trom their friends and relatives that they should represent the matter of their being berthed and treated on the same footing as officers to the Government,” addressed letter to the Prisoners of War Department at Downing Street on this matter. A reply was recently received from the Board of frade enclosing copy of a letter which was sent to a firm of shipowners on this same question. by the Prisoners of War Depart- ment at the Foreign Office a little while ago, and as the matter is one of some interest as regards the position of inese boya we take the following extract out of the
