WOMEN'S VOTES.

History of the Movement for Emancipation.

The Parliamentary bistory of the women's suffrage movement may, says the Daily News, be said to date from the Reform Act of 1832, which first introduced into the franchise law the words "male pergoo." For 35 years, bowever, there was no real agitation, although the ground was being prepared. On the Reform Bill of 1867, John Stuart Mill brought in a women's sufrage amend-. ment, but it was defeated by 198 vates to 73.

A test case was fought in the courts in 1868. It was based on the sabatitation of "man" for "male person" in 1867, and on the phrase in Lord Brougham's Aot of 1850 that "the masouline gender shall be deemed to include females." The decision against the women. In 1870 the "first Women's Faff age Bill was introduced by Jacob Bright, and met defeat in Ocmmittee..

Further Bills at Westminster made no progress, and about the time that the late Sir Henry Campbeli-Bannerman took cffice at the end of 1905 a section of the women's movement adopted the new policy of interrupting meet- inge, followed by more militant tactics. These included attempts to force their way into the Houser of Parliament, which had to be guarded by cordons of police; the breaking of windowe ia public and private buildings; setting on fire of pillar-bozes; and other excited daring devices which great public o'îmour. :
