- Standardisation of Ships.
The Japanese authorities are paying attention to the necessity of standardising ships not only in war but in peace times. In order to make full investigations on the subject a Committee of 19 has been appointed. They are headed by Mr. Uchida, Vice- Minister of Communications, and include exparta
on shipping questions. Investigations will be made chiefly in regard to the scope of cargo boats, to be standardised, the unification of shipbuilding materials and all other shipping accessories, and ways and means of encouraging the construction of standardised vessels.

Shipbuilding la Canada,
Ottawa, Ont-Another of the Unionist Government's drastic measures has soon followed on the heels of that which is practically prohibition, and the incaesse of freight and passenger rates on all the railways in Canada, which some people think. presaves the taking over of the Canadian lines during the war. It is no less a policy than that of a vigorous programme of shipbuild- ing by the Dominion. A statement was given out recently by the Hon. G. C. Ballantyne, Minister". of Marine and Naval Affairs, of which the following are the chief points-1. The Government, carrying out A pre election statement of policy, has decided to utilise to their utmost capacity all existing shipyards in Canada in the production of modern steel cargo, steamers," 2. The productive capacity of These yards is estimated at from 250,000 to 300,000 tons annually. 3. During the balance of the war, and for some time thereafter, the construction of ships in the Canadian yards for foreign registry will not be permitted. 4. The construction of three different kinds of ships is ander. cor sideration, One type will comprise vessels of approxi mately 3,600 tons, another type, vessels of from 5,0 0 to 7,000 tons, and another vessels of 8,000 to 10,000 tons. 5: The Government is negotiating for the construction in Canada of mills for the rolling. of the most the construction of ships for approved type. The stoppage of foreign registry is, it is pointed out, the policy which bas been adopted by both Great Britain and the United States. Speaking on the needs of ton- nage, the Minister remarks:

sustained encrmous losses since the commencement of the war, as the result of its activity in maintaining commerce on the. seas and providing for the requirements of the allied armies. These losses have borne mast heavily on British shipping. The entry of the United States into the war the most important event of the past year and that country's resolve to place a large army in the fie'd have made and continue to make heavy demands ou shipping. The losses continue although in much lesser degree than in the months immediately succeeding the inansuration of the unrestricted campaign by the enemy Additional tonnage has therefore become equally import ant as the production of food and munitions and the supplying of recruits for the army. The fact that steel plates and shapes are pot now manufactured in Canada made it evident that if a spocess- ful shipbuildag programme was to be carried out, it would be necessary for Canada to be supporting in this Satisfactory arrangements now being made with respons persons to establing milli rolling of ships plates
