The junk was cut in two and sank with a OSTEO of iron and sine valued-"at ¥100.000. The junk was on her. way from Kobe to the Kure Arsenal when she was wàs ́ fun down. The three sendo of the vessel were rescued by the Beppu-maru. The latter retumed to Tadotsu and reported the occurrence to the police..
New Shipbuilding Yard Near
Rouen.
H.M. Consul-General at Routen has forwarded an extract from a [local newspaper, from which it appears that a visit was recently paid by some French Government officials (including the Under- Secretary of State for the Mercantile Marine) and others to the shops and yards of the Seine Maritime (MM. Worms et Cie), a new shipbuilding firms, which is erecting plant and establishing yards at Le Trait, on the Seine 16 miles below Rouen. The yards cover an area of 80 hectares (about 200 acres), and it is anticipated that by June next six slips will be in operation, two of which will be capable of dealing with vassels of 16-18,000 tors register. There are to be three dry docks, and the number of workpeople who will eventually be employed by this firm will, it is estimated, be about 1,500,
Shipbuilding in Japan.
HM. Commercial. Attache at Yokohama reports that a subsidiary company of the Toyo Kisen Kaisha intends to make large additions to the capacity of its shipbuilding plant. The company already has eight berths where reels can be laid for eight ehips at one time, each of the "Penyo Maru" class, whose $2,000 tons. displacement is With some alterations, two of these berths can be extended for building ships of the Canadian Pacific's big Empress class, of 30,000 tons displacement. Preparations are being made to build eight more berths, including six capable of turning out ships of 8 007 toas deadweight, and two others for vessels of 3,000 tons, It is stated that any of these ships can be built in six months. The company also intends to produce its own steel. Two steel wors are to be established, ons near Yokohama and the other at. Chinnampo, Kores; 5,000,000 yen will be invested in the former plant, and -10,000,000 yen in the latter. Altogether 250,000 tons of shipbuilding steel and iron materials, estimated to be the

The Need for Shipping. The submarine menace will not be overɔgme till we are launching ships at a rate faster than they are sunk. We are not yet doing that. During 1917 we have lost something like 4,020,000 gross tons, which means, roughly, about7,000,000 tons in deadweight or carrying power, and have not replaced those losses by more" than about 1 million tons, which is only about one-half the amount which was estimated in the Government programme at the beginning of 1917. 1f, since the outbreak of war, we had continued. to build merchant ships at the rate of the record year of 1913, we should have launched close on seven million gross tons of
December 1917. Instead of that we have not launched 3 million tons; and, as has been already point d out we have lost more than that tonnage during 1917 alone, without taking into account, apparently, the losses represented by liners which'sre. now used as auxiliary warships. The Government is now fully awake to the gravity of this danger.
