United States, and

authorized to aid in his removal
to that Country.

appears, however, from
his Statements that he has relatives residing in the State
of Virginia; with whom I will in some endeavour to communicate
through the State Department at Washington,
and thus, if
possible, facilitate his return to his friends, who will certainly desire to care
for
him in his
deplorable condition.
