THE WAR SITUATION,

U. S. War Secretary's Weekly Review..

London, February 11.

Reuiar's correspondent at Washington states that Mr. Baker, Secretary for War, in his weekly report, expressed" profound appreciation of the splendid work of the British troops in resoaing the troops from the torpedoed Tuscanis," He especially drawe attention to the notion of the destroyers in rendering succour until they were no longer required, notwithstanding the fact that the submarine was lurking in the vicinity. He acknowledges the warm-hearted reception by Irishmen at the emall ports where they landed.

After referring to the minor sotivities of Americans on the Lorraine front, particularly in anti-aircraft work and sharp-shoot. ing, Mr. Baker says the Dasi Monarchy's desire for peace is daily increasing. The Austrisas resent sacrificing their forces on distant battlefields in order to further German ambitions alien to their interests. He proceeda:-" Heavy fighting is occurring along the entire British Front, although the actions are only local." He expresses the opinion that the impending cffensive will develop simultaneously at different points of the line, as the outcome of these engagements. The British have had the enemy's fall measure in these undertakings and have had the situation well in hand. There is the livelient fighting on the French Front, while the Italiana are continuously and in a harrassing manner bombarding the enemy. The Bamanians, who are eighty per cent, stronger than they were last year, are attempting to remain faithful to the Allied cause, though surrounded by foes. The Bamanians have taken over the whole of the front from Falaiz to Czarnowitz,

GERMANY'S PEACE WITH UKRAINE. ¡British Advised to Help Russians.

The conclusion of a separate peace between the Central Powere and Ukraine is regarded by the London Prees as a severe blow to Rdesis, but it is doubtful whether it will justify the jubilation in Berlin and Visans, based on the expectation of enormous food supplies. So far as the British information goea the food production for the past year was very amull and each stocks es exist are desperately needed by Great Hassia, Mach country is devastated and it is believed that enormous enger extates have been divided -and-their-machinery destroyed, but onder German-organisation the situation may change after the next harvest, buoying the enemy up with the prospect of abundance if the war continues after Jaly and a command of the great routes to the Esal. Apart from this Germany is likely to secure moss advantageous political situation in Russia, conatituting stabië governments, suppressing anarchy, restoring railways and industrise and banishing famine if they have the necessary man power. Even if the Bolshevik olaim that the Rada is powerless is true, the latter is likely to secure Austro-German help in fighting the Bolsheviks, Bach & process is already working in "Finland” where, as cabled yesterday morning, these circumstances exist. The papers here arge the Allies, particularly Britain, of the necessity of advising sad helping the different Bassian people in every possible way.

THE TUSCANIA DISASTER:

American Appreciation of British Seamanship. London, February 9.

--Au Associated Press correspondebt; wating from an Irish port, says that American officers are sulogistic of the daring seamanship of the Briman destroyers. Many soldiers. jumped into the sea when the Tuscania fisted and hundreds more were preparing to follow them when a destroyer dashed in on the star board side and took off hundreds. As she was departing another destroyer emerged from the darkness on the port side which was now high out of the water When the sol discs, recovered from their surprise at this unexpected and skriful manevre they scrambled to reach the elavated port side. Many sild down the buil, some with the aid of ropes - and others on taéir bands and knees. All were most cool, and those who were not taken off by the plucky destruyem which risked sharing the Tuscania's fats were later picked up by trawlota which swarmed to the scene,

The Americans said the most impressive thing in their whole experience was the promptitude and precision with which the British naval men handled their craft. They bad Just begun tueur rescue work when the most exciting moment of the right occurred, a U-boat in a few minutes discharging three torpedoes at the destroyers. The watchfulness of the lookouts and splendid seamanship foiled the attack and all the destroyam immediately counter-attacked with guns and bomba so effectively, that if the U-boat did not sink it was afraid to re-appear.

The bodies of twenty-four Americans were washed up yesterday on the rocks biteen miles from the scene of the disaster. They were mutilated and unrecognizable and as they were without identification disks they wäre buried in a common grATE.

PEACE BETWEEN, GERMANY, AND UKRAINE,

openhagen, February 9.

A German semi-official "message stoles that peace was signed between Germany and the Ukraine Rada today.

The German peace with Ukraine wghly significant and in fact may be the precursor of important events. The main object of the lietinans is undoubtedly to gain access to the accumulations of grain stored and establish political bosides close commercial, relations with Southern' Hussia, whereby she will gain a substantial foothold for future machinations. It is even reported that Germany has offered Ukraine military assistance against the Bolsheviks. Another purpose of Germany, which is probably the outcome of the latest conferences in Berlin, is to force the Humanians, by military pressure if necessary, to make peace and break up the Bolshevik progaganda in 'Northern Busta which sho regartis as dangerous. Meanwhile what is perfectly un- derstood is the ability of the Ukraine Government to main- taan itself, inasmuch as the latest Boliherik anouncements assert complete Bolshevik control of the whole of Ukraine.
