The Action of the Shanghai Authorities in forwarding pauper lunatic Reddie here is exceedingly embarrassing. I know of no law or regulation which empowered them to take this course and the analogy which Mr Alabaster sees between this man's case and that of distressed seamen has no validity for the obvious reason that the latter is distinctly provided for by law while the former is not. The matter should therefore, I think, be made the subject of remonstrance to the Shanghai...
