I, Charles Wyndiffe Goodwin, Acting Chief Judge of H. B. M. Supreme Court for China and Japan,
having called to my assistance a Physician and having made inquiry concerning James Reddy and being satisfied that the said James Reddy is a person of unsound mind, and is in need of proper care and control and there being no asylum for Lunatics
