in Shanghai of confining or treating him; at the same time, we cannot allow him to be at large, for he would become dangerous to the community, as well as to himself. Her Majesty's Consul agrees that the only course we can pursue is to send him to Hong Kong to be treated in the hospital there, and on the score of expense this is the cheapest mode of procedure, as the expense of a separate attendant here would be great.

I am not at all satisfied, and it is only in view of the grave necessity that I have been induced to sign the warrant. Her Majesty's Consul promises to write to you on the subject.
