which has been adopted by the Her Majesty's Offices in Shanghai, and

which has resulted in throwing upon this Colony the responsibility and expense of maintaining a destitute

lunatic who has

no

connection whatever

with this Colony.

From the documents forwarded

to your Lordship you will

find that the

Her Majesty's Consul moved the Chief Judge of the Supreme Court at Shanghai to issue

a Warrant for

the transmission to this Colony of

the

lunatic

person referred to. This was done without any previous reference

to me, and apparently under the belief that

this Colony

possesses

better

hospital accommodation

for the reception and treatment of lunatic patients than was to be found in Shanghai.

Unfortunately this Colony,

was not more suitable

for lodging

or

proper

care

or

means

whatever

of providing homely care, and had the Consul applied to me

in the first instance I should

at once have explained to him the present position of affairs. This act of courtesy, however,

was not performed, and the first intimation
