You will observe that the Acting Attorney General states that he knows no law or regulation authorizing the Shanghai Authorities to forward Reddie to Hongkong. I think the Colonial Foreign Office should now
be called upon to defray the expense which the Colony had incurred
on account of the maintenance & his Keeper, and the cost of Reddie's former's passage to England. The action adopted by the Consular Authorities, though inconsistent, seems to have been the only one they could adopt. The Board of Trade recently protested against a
lunatic being put on board a merchant ship for conveyance to England.
