Cement

The quantities of cement imported into the United King dom before the war were of some importance. In 1912. 122,331 tons were imported, "97,087 tons of which came from Belgium and most of the remainder: froin Germany. In 1913, : 10%,324 tons ' were imported, with 94,382 tons of Belgian ongin The imports during 19 4 amounted to 73,392 tons, and in 1915 to 103 tons. In 1916 the imports practically ceased, only 447 tons arriving, 260 tons of which came- from the United States.

Japanese Loan to China.

It is satisfactory to lesîn that negotiations for a Japanese loan to China, to be used for repairing the damage done by the recent floods in Tizitain and neighbour- hood, have been definitely settled. In view of the contiguity of Japan to China, however it is rather surprising that there has been no national subscription in this Country with a view to helping the sufferers. In the West, where resources are now heavily strain- ed, it is necessary to concentrate on the various funds opened in connection with the war, but in Japan, which has profifed so much financially by the war, it should by quite possible to raise a substantial sum for, the assist ance of neighbours. The losa will be helpful, no doubt, butthat is a mere matter, of business. A fund on behalf of the sufferers by the disastrous fcds in China, largely responded to, would be a graceful act, and would do more for Japan's special interests, in China than any number of vague international agreements
