Norwegian Ship Lost and Rich Cargo.
The Norwegian steamship Thor, with a.,000,000 cargo, which sailed from San Francisco for the Orient on Növember 1, - foundered about 900 miles due north of Honolulu. Captain O. A. Hansen, master of the freighter, and 15 members of the crew, reached Honolulu in a lifeboat. Another lifeboat with other members of the crew, is missing, according to the latest Honolulu newspapers. The storm that sant the Thor to the bottom of the Pacific had been raging for almost two weeks, orippling the steamship Tunica, which limped. into Honolulu from Manila, and disabling other ataunch craft. Captain Hausen, and the other survivor of the Thor wreck suffered terribly from exposure to cold and rain in the open boar in which they made their way to Honolulu. The skipper expressed

Japan's Forelgo Charters. After the promulgation of the Wartime Shipping Control Law, the Japanese authorities, con- trolled the chartering or selling of Japanese vessels in a manner which suggested that they were practically forbidding all' such transactions. As a matter of fact, the only transactions permitted were the chartering of a few Japanese steamers to the French authorities, and permiss- ion was only given after long delay. "In other cases no permiss ion was given at all, even though the prospective charterer or buyer was of British or Allied nation- ality.
