Control of Japanese Shipping.
The restrictions on shipping imposed under the Wartime Shipping Control Law hays been somewhat modifed · since the recent rupture of the Japan-- American negotiations on the Iron and tonnage, question. No... official announcement to this effect, however, has been made; it is simply assumed on the strength of the fact that applicat- ions have been considered more promptly and permirsion has been given where it was formerly denied. To get a more definite mcderation of the shipping restrictions, the management of the Japan Shipowners' Associat- ion has had conferences with Baron Den, the Minister of Communications, and other officials concerned. The shipown ers asked that the regulations be so altered that Japanese steam- ers may be operated between. foreign ports near Japanesə waters without formal Govern- ment permission being necessary, the owners simply reporting that fact to the authorities. The authorities have refused the request on the ground that it would necessitate a revision of the Control Law, but have given assurances, that the necessary permission will be given as quickly as possible. Baron Dea has made no definite statement on the matter, but it is understood that the shipping regulations will be appreciably moderated here. after. In this connection it seeme. that the shipowners have been bringing considerable political preature to bear on the author- ities-Japan Chronicle"

All this is perfectly Japan's supplies of war munitions, clear to the Allied Powers and what they would ask of Japan should naturally be tonnage, in regard to which they find them selves in a difficult position: Japan herself has no surplus tonnage to spare, but if the Allies earnestly ask for a supply she should meet it. The scarcity of Allied tonnage is felt particularly severely in France. What tonnage the Allies wish to get from Japan is not definitely known, but it may be that they' want something like 300,000 tons as is rumoured.
