Copy of a letter from Lieutenant Colonel Garin, Commanding Royal Engineer, to whom the General referred
Contained in Your Major's letters - By it 2 you will perceive that the Regulations contained in the Royal Warrant dated 18th January, 1872, regulating the employment of Engineer Officers in civil situations under the Crown; draw a distinction between Officers temporarily lent for civil duties, and those withdrawn from Military duties for employment under a Civil Department:
In reference to these regulations I am to desire you to afford Lieutenant Colonel Garin as to whether, in consequence of the information requested by Lieutenant Hardy's time is to be solely and exclusively placed at the disposal of the Colonial Government, which will deprive him of his extra pay and allowances as also his Regimental Pay.
I am at the same time to state, however, that the Commanding Officer sanctions the employment of Lieutenant McHardy in the situation you propose.
