The Shipping Situation In Germany.

There is much evidence fa existence that Grmany's com- mercial classes view the economic outlook with apprehension, and:

Frankfurter Zeitung." dilating ou Germany's peace aims, definitely declares that Germany 8, economic aims con stitute "central questions of the future peace," and are of far greater importance than her zeographical aims. Germany it is asserted, must defeat the economic schemes of her op ponents by securing most- favoured-pation treatment, obtain the right of settlement in foreign countries, and secure absolute freedom to import raw materials. This is evidently the, spirit underlying the text of the bill for of Germany's

ent time the shipping industry is in a state of financial collapse, as an official memorandum frankly - confesses. Vessels are laid up in

harbour involving heavy up keep and earning nothing, whilst enemy and neutral shipowners are making big profits. Not less than 2,000,000 tons have either been destroyed or are in enemy bands, in addition to which an- other million tons are laid up in neutral porte or the ports o Germany's allies. Itis recognise that the shipping industry w only be able to face pea conditions with financial assi ance from the State, and
