Japan-American Negotiations *and Shipplag.

Since the promulation of the War time Shipping Control Law the shipping marret in this country (8373 the Japan Chronicle" of Nov. 21) bas suffer- ed a heavy slump owing to the prohibitive attitude of the authorities towards applications for permission to charter or sell | Japanese vessels to foreigners. It was believed that this attitude was due to the question of Japan

war services. Now that the negotiations over that question have been broken off, it is 'ba- lieved in shipping circles that the authorities will no longer enforce the Shipping Control Law so in- exorably as has hitherto been dons. For one thing, it is expected that the Government will now permit the chaftering or sale of Japanese vessels to India, for which applications have so far been tabooed, both in view of the fact that such transactions will be indirectly conducive to the cause of the war and also because of the contribution they will make towards' solving the difficult question of squaring the balance of Japan's trade with India. `As a matter of fact, the charter market has now become noticeably stronger in tone. 1.

liner Vaterland was taken over by the United States Government, her German crew made strenuous efforts to so damage' the huge vessel that it would never be

seaworthy again. Despite their malicious if inglorious efforts, the Vaterland is now nearly ready to be put into commission, "great credit being due to the American repairers who have now placed the vessel at the service of the Allied cause. It is, of course,; generally known (says "The Shipbuilder") that the officers of the larger liners saw to it that the most vital parts of the machinery were damaged, but the amount of ingenuity applied to this end has been but dimly realised. On some vessels every bolt and dut had to be carefully examined for it was found that many of the more vital ones had bean sawa half through and replaced, and had steam chests boon put under pressure a violent explosion would have taken place, Quite a common practice seems to have been to place a steel wedge in the cylinder heads so: as to break the piston rod, while a ring of boles was often drilled in the cylinder walls. Great care had to be exercised by the surveyors who examined the vessels, for de th-traps lurked at overy tura. The turning of a door handle might have set an Lafernal machine working that would have wrecked the ship. On the other band, many dummy bombs were laid shiut, apparently to add zest to the search. The most common place for live boma to be hidden was among the coal bunkers, many "of them having, been cleverly disguised as lumps of coal. A frequent occurrence was to find valves removed from valve boxes, and in some cases) the watertight floors of the double bottom had been riddled with holes. Bes valves, sheil riveting, steering gear, compasses tight doors and ima gave evidence cleverness
