New Marine Inorance Company. Mr. Yamashita Kamessturo, President of the Yamashita Kisen Kaisha, and several other ship- owners have obtained official permission for the establishment of a marine insurance company, called the Furo Kaijo Hoken Kaisha, with a capital of Y 10,000,- 100. Of the total shares, number- ing 200,003, 89,000 havo been taken up by Mr. Yamashita, and all the remainder by other promoters. They expect to open business before the end of this year Japan Chronicle."

The Japanese authorities deem it necessary to encourage exports to India as a means of reducing the outflow of gold necessary for the importation of raw cotton from that country. The encour agement of exports presupposes abundant tonnage on the India service, and it is understood that the authorities havs approached the steamship companies with a proposal for reinforcing the ton. Dage. As a result, the Nippon Yusen Kaishs has lately placed the Colombo Maru on the Calcutta line and the Tientsin-maru on the Bombay run. It is said that seven steamers, totalling 35,000 tone, owned by private ship- owners, will be placed on the two Indian lines mentioned.-"Japan Chronicle."

Service to Occupied Islands la South Sea5. Hitherto the steamship service between Japan and those Garman possessions in the South Seas which have been occupied by Japanese troops has been main- tained by the South Seas Trading Company with three vessels in accordance with a contract with the Naval Department. The contract expired at the end of October last, however, without being renewed owing to the high rate for charter. The authorities accordingly proposed to keep up the service with some naval ships, but a few favourable offers have aince been made by private ship- owners with whom negotiations are now in progress. Since there are certain difficulties attendant upon the use of naval ships for mátitime communication, it is expected that the steamship service in que tion will be again entrusted to a few private vessels.

Induced by higher wages, many Japanese seamen are deserting their ships in foreian lande.. More than fifteen hundred have deserted from the beginning of the war. until the end of Septem- Investigation by the Japanese Department of Communications. in other foreign ports.
