Among shipping-men sme doubts are entertained regarding the interpretation of the provis- ions of the Wartime Shipping Control Law. It was at first thought that, in spite of the provision that the voyages of Japanese steamers between for- eign ports are subject to the permission of the Government, no euch permission would be necessary when the voyage starts and ends at a Japanese port. This interpretation has "since proved wmng, contrary to expectations in shipping circles generally. As a matter of fact, the Tatsuma Kisen Kaisha has now applied to the Government for permission to employ the Somedono-maru, owned by that company, but chartered by the Mitsui Bussan Kaisha, on the service from Japan to Java, Bombay, North America, and back to Japan. Whether this permission will be granted r not is .sid to be uncertain. The Government interpretation of the "terms *between foreign p rts" includes not only Vladivostok, Saigon and vicinity, but al:o Tsingtau and Shanghai. As to the inclusion of the first two ports shipping men are quite mareed, but thes are protesting that it is improper to put Shanghai an 1 Tsinatsu in the category of "foreign ports" as provided for in the Wartime Shipping Control Law.-"Japan Chronicle."
