The reported decision of the Government (says, the Japan Chronicle. not to permit the charter to the French authorities at Madagascar of the Yoshida- meru IL, 4,745 tone, owned by the Yamashita Kison, Kaisha, has caused a considerable stir in shipping circles, since the decis ion, if true, will constitute a very important precedent. The Japanese authorities, however, deny that any final decision has yet been given in the case of the. Yoshida-maru. In this connection Mr. Uchida, Vic-Minister of Communications. says: "The Department has not yet reached any final decision, as to the charter of the Yoshida-maru owing to the absence of the Minister of Communications.. After further c^nsideration the matter will be finally settled in a day or two. Various theories are advanced in the shipping world for the cryptic attitude of the Japanese authori- ties towards the charter of Japanese vessels to the Allies, associated with the nebulous
