Communicated to the Government of Her Majesty the Queen, I have now the honor to convey to you a request from Her Majesty. The "King of Cambodia, our high friend, has been made aware of the honor intended, but which in accordance with the imperative Rules of the Public Service of Great Britain, we are prohibited from accepting.

I trust you will fully explain to His Majesty that this decision has been arrived at in accordance with a stringent Rule applicable in all similar cases, and not from any want of respect for His Majesty, or insensibility of the high honor which His Majesty proposed to confer upon some of Her Majesty's Servants.
