ber. Owing to the unsual prosperity in the shipbuilding induster in Japan the Govern¬ ment has abolished the system: of granting shipbuilding bounty for merchantmen which have been ordered by foreign countries, since early this summer. Eight merchantmen, with an aggregate tonnage of 43,000, which have been built at various dockyards. have not been granted bounties on account of the new shipbuild- ing bounty regulations. All these ships have been sold to Britain.

Dutch Tonnage Troubles. Serious complaints, says the Journal of Commerce," are reaching the Dutch Government from the commercial communities. in the Dutch Indies about the. position Ah re, which has arisen owing to the requisitioning by the home authorities of tonnage which is ordinarily employed in transporting colonial produce to Europe. The cargo space thus taken off its regular route is of courss required for the purpose of carrying foodstuffs, principally grain, for account of the Dutch Government, whose natural duty it is to see that the country is in no danger of starvation, but at the same time this aefs to the detriment of the a lonial trade, and one result is that bundreds of thousands of tons of colonial produce are accumulating on the quays at Batavis and other Dutch Indian ports awaiting the oppor." tunity for shipment. The situstion has recently been rendered even more acute by the requisitioning of two mere steamers, the Djember and Ophir, belonging to the

of cargo space really is can be seen from the following figures, which are given by the "Handelsblad." The transport of colonial produce from the Dutch East Indies to Europe and America is carried on chiefly by the steamers of four companies the Nederlind. Ocesan, Rotter- dam Lloyd, and Holland-America Lines, which in 1916 ruppl ́ed for the purpose 124 ships with a total caparity of 416,900 less (1 last equals 100 cubic feet). For this year it is estimated that the companies in question will be able to place at the disposal of the colonil trade only 45 ships, representing 173 400 lasts. If this year's exports from the Dutch Indies are only equal to those of 1916, this will mean a shortage of 89 ships and 24 1500-· last. It is true, the “Handelsblad" ! points out that since the beginn-·

steamers of the Javз-San Fran- risco service have also carried a“ cortain quanity of the clon al produce which used to be shipped to Europe and New York, but the space available in these ships for cargo carrying is out of al proportion to the quantity of cargo for which no space can be. fund, and even so, it is being till further reduced by the requisitioning of the Ophir, Tha teamers Borneɔ, Bali, Java, and Batjau, belonging to the Neder- land Steam-hip Company, are carrying grin, for account of the Dutch Government, while the same company's steamers Beroe, Backa Riouw, and Kankean are fetching rice also on Government account, from British India. Besides these, the Malang, Besoek 1, and Djelves (Rotterdam. * Lloyd) are fetching grain, and the Samarinda is on requisition for

In estimating the amount of cargo space that will. be available for shipments of colonial produce, it is presumed that these two companies will not be called upon to place any more of their vessels at the disposal of the Government as to which, however, there is no certainty. It is only by retaini Tall possession of all the rest of their ships that it will be possible for the two companies to`ships in 1917 the same quantity of colonial cargo anʼin 1916,
