Shipbuilding in United States.

A good deal of dicentisfaction ia reported to exist in the United Statee owing to the form in which the Allied Governments issne their statistice of shipping losser, the demand being made that the toonage figures as well as the mere number of vessels sunk, should he periodically announced. The same fealing obtaina. to a large extent in this country, the people of which are on the whole quite prepared to bear the whole trath whether in regard to this or any other feature of the war. There is much to be Baid for this view, but it is, nevertheless, regrettable that some of the American newspapers are putting it forward that it is scaly by pablishing each statistica that the people of the United

States will be roased to a full <comprehension of the achmarine peril, and will throw all their strength and ingenuity into the fight. We do cot believe for moment that this contention is è scand one, and, on the other buod, figures or no figuree, all the evidence goes to show that the United States fally realises the position, and is determined to derole themselves to tonnage production as if the whole result of the war depended upon her efforts. As in many other matters in connection with the war, the question of the publication of information must be left to those responsible for conducting hostili- ties. With referenos to this special matter, the Allies, after the fallest conenltation, bava decided, pre- sumably as a matter of strategy, that it would not be to their in. terest to give the precise data. It is well known that the Germans have made an altogether false and infiited estimate sa to the success of the U-boat campaige, and no doubt this error is largely due to their want of knowledge in many cases of the tonnage and capacity of the rounds they Biok.- American newspapers, issued as they have been so far ander complete immanity from Censorship, cannot understand why this, one" of the most valu- able weapons in the hands of i belligerent, should be brought ino use, but the fact that there ia no real demand in this country for any more information as to abipring disinter

than that already given, should make it clear that the Allies' policy is not far from being the right one. I the United States proceeds, as she in evidently intending to proceed. on the principle of making the maximam effort to build tonnage, no amcast of extra information regarding losses will produce better rezulta, Journal of Com

Britain's Help to France; M. de Monzier, Under Secretary of State for the Mercantile Karine, speaking in the French Chamber recently, reminded the Chamber of the plan anggested by Boaison to establish a credit amounting to £8,000,000 and "pointed out the difficulties of establishing maritime commun. estion between the mother country and the Far East, which had led to the despatch to Japan for the Lequisition of ships of a mission of experts. The French Mercantile Marine amounted to 4,107,000 tons. The tonnage lent by Great Britain was 2,100,000 tons, and the monthly requirement was 4,075,- 000 tons. In view of this situs tion M. de Monzies pointed to the necessity for a strict limitation of requirements and the fallant em ployment of the existing merch ant fleet, of enlisting all the dia pasal sonnage, and of securing the continuance of Great Britain's maeistance, M. de Mongies, speak ing of the diffienities connected With the purchase of ships, paið high compliment to the work the High Commissioner to the JAGER SULSA M: Andre Tardien.

M. Hennessy interposed in the debate to demand the montbly construction of 500,000 tons of shipping. M. de Monsies, in conclusion, insisted that time was everything, and the victory or defeat of Franca depend ed on her power to Eupply herself with food, Before the war her imports byʻland amounted to 18,000,000 tons, and in 1916 to 1,000,000. In the latter year ou1 of 44,000,000 tons imported 43,000,000 were imported by ses M. de Monsies added:-"The life of France is on the sea. My policy pat shortly is to achieve results and accept responsibility for them." . Ballonds advised the purchase of ships from Braz l as a means of aiding the latter country to surmount its economic crisis. In reply to very eCTATE criticisms by M. Bonisson on the composition of commercial missions by deputies, M. Ribot, the Premier, said he had solely the interests of the country in view. "We are obliged to build and to purchase," he added.
