LORD MILNER ON GERMANY.

London, Sept. 28.

The Chancellor, attacking Pre- sident Wilson's reply to the Pope, said the attempt to sow dissension: between the people and the Govern- | ment of Germany had no prospect of success. The attempt had the opposite"flect and had bound all Germans more firmly in their resolve to oppose foreign interference.

Dr. Michaelis, in the course of his speech, stated that the attitude of the German Government regarding its war aims was clearly expresand in his reply to the Papal Note.
