LORD MILNER ON GERMANY.
London, Sept. 28.

He affirmed that the United States was endeavouring to create a war of enthusiasm by an- paralleled terrorism. We await with confidence and calm the mili tary exertions of the United States, He said the German reply to the Raps) note had obviously embar- rassed the majority of their enemies. "I must at present decline to speci- ly our war aims and bind the hands of our negotiators." It was difficult to understand how anyone acquaint- ed with international usages could expect Germany to bind herself to a solution prejudicial to her inter ests. The Chancellor, attacking Pre- sident Wilson's reply to the Pope, said the attempt to sow dissension: between the people and the Govern- | ment of Germany had no prospect of success. The attempt had the opposite"flect and had bound all Germans more firmly in their resolve to oppose foreign interference.
Dr. Michaelis, in the course of his speech, stated that the attitude of the German Government regarding its war aims was clearly expresand in his reply to the Papal Note. He declared that the statement that Germany had alrendy communicated with an enemy Government and hed, in advance, renounced the occupied territory, was untrue.
