War-Time Reinsurance Law

In September 1915, says the “Japan Chronicle,” the GovernTM ment promulgated a' War Marine 1rsurance Compensation Liw. under which it undertook to meet 80 per cent of any claims made by the insurance companies con. cerped on condition that the premium tariff prescribed by the Government, was observed, the idea being to protect Japan's foreign trade by exempting it from otherwise very heavy war insur ance rates and facilitating the conclusion of marine insurance: contracts. Owing to the sinking by German submarines of the NY.K. Yasaka maru and namber of vessels insured under the War Insurance Compensation Law, it was not long before the Government: was brought to B grim realisation of the extent of its undertaking Both inside and " cutside official quarters ikkaa urged that the arrangement, which had already made a con- siderable drain on the Treasury, should be revised. As mentioned in this column some time ago, the Government accordingly took step to devises new arrangement along more businesslika 1i0es, it being understood that the au- thorities were contemplating undertaking marine reinsurance. The necessary preliminaries have now been completed, and yester day the Government issued in the "Official Gezetts" the full regulation of the Wartime Marine Reinsurance" Law. Though the date of operation has not yet been decided: it is xpected that the law will be carried into effect in the early part of September next...

A few days ago, says the "Japan Chronicle," Mr. Uchida the Vice-Minister of Commünic- ations, gave it to be understood thatif necessary, the Government might feel called upon to regulate shipping. It is now reported that the authorities are consider. ing the practical steps to be taken to ensure that contain kinds of goods are transported at. prescribed freight rates: It is expected that a decision will be. shortly arrived at and regulations issued in the form of an urgent Ordinance. The price of hulls and general freight rates in this cuntry are the hinhest in the world, and on account of the high freight rates, the prices, of the indispensable necessaries of life, such as rice and salt, have greatly advanced, and in some parts of the country supplies have been largely reduced. Moreover, there are many instances in which the interests of steamship companies. prevent an adequate quartity of tonnage from being offered for"

Such is aid to be the reason for the propasal thatthe Government should be invested with the power of restricting freight ratos: for certain special kinds of goods and forcing the sleamship companies to transport them at the prescribed rates. It is reported that the proposal being. of urgent importance, it will be carried out by virtus of an Urgent Ordinance without waiting for the next sertion of the Dist to Invert the Government with the demired authority
