... great hardship on Hongkong but the 107th & 112th Sections are very

clear on the point.

The Governor acting under Sect: 112

has power to cause the person to be deported to England, but it suffers from this fatal defect that he was discharged on the ground that he was not a vagrant at the step.

It is suggested that the C in C should attend to as well the fort. of this Justice [I would confine the power to the Gov.] to deport the offender without reference to the Colony to which he belongs.

No objection to this alteration of the Order, confining however the power to the Governor.
