Confiscated Ships in China.. The anxiety with which the ultimate decision as to the use of the enemy ships confiscated by China continues to be watched is proportionate to the urgent need of meichsn's for shipping to Europe, says the "N.C. Daily News." That the ships, 12 in number and aggregating some 130,000 tons, have been acquired by a newly formed Chinese syndicate from the Government, is apparently beyond dispute. The originator of this syndicate, It is an open s cret, is Mr. Charg Chien, the well known Chekiang merchant. Mr. Chang is one of the most remarkable men in Chiza to-day combining the unusual distinctions of being a first-class, business man and a scholar of considerable attain: ments. He was for awhile Minister of Commerce under President Yuan Shih-kai and if we are not mistaken, was founder of the National Conservancy Bureau But whether Mr. Chang's. syndicate will, or would even be abla to run the ships adequately on its own account is altgether another matter. There is pract ically no Chinese mercantile marine to foreign countries. although Chinese sbire occasion- ally go to Vladivostok we believe. Furthermore, China does not yet possess the proper rules and regulations for the running of such a marine, the China " Merchants' ships being subject to Customsregulations for cast- wise and river traffic. When Mr. P. M. Sah, Chinese Com. missioner for Foreign Affairs, rceive the news of th acquisi- tion of the ships by Mr. Chang Chien's syndicate last Wednesday it was at first emphatically stated that there was to be no question of r-charter.
