Opposition to Freight -
Rate Control.
In shipping circles in Japan opposition is expressed to Japun subscribing to the proposal for the
Governments to
Allied reaulate ocean freight-rates. The 'Mainichi" says that from the standpoint of Japan, it is nothing less than a repetition in disguise of the proposal recently made by the United States that Japan offer her vessels for the joint transport service of the Allies. If the proposal materialises, the N.Y.K. extra steamers will be affected. As to shagaïsen, thore in the Atlantic are almost all under foreign charter, and the consequences will be borne by the foreign charterers. It may be that the Japanese steamars in the Atlantic will shift to the Pacific and other' waters. In any case, concludes the Osäks paper, in shipping circles it is deemed inadvisable for Japan to join the proposal.
Osaka Coftog' Exchange.
The Cotton Yarn Exchange in Osaka is now practically as speculative as the Stock Exchange, says the "Japan Chronicle of July 24. It seems that the boom on the latter has shifted to the former, which has been advancing literally by leaps and bounds. In the morning session of the 1st instant quotations for this month's delivery jumped by not less than of 470. For later deliveries T. 43 to the unprecedented figure buyers offered Y.480, Y. 503, and even Y. 550. This was clearly out of the natural course of things, and the management of the Exchange announced the suspension of the day's transact- ions in order to collect an increase in the margin money. Some attribute the abnormal state of things simply to the increased activities of the "bulls," but others allege that it is due to some of the actual "hears" man- ceuvring on the "ball" side withr the deliberate object of bringing about the suspension of the Exchange in order thus to gain time to serve their purpose, Yesterday the Cotton Yarn Ex change was again suspended.

The Chairman said that the estate expenditure for the year under review amounted to £181, 870, or an increase of £10,346, as compared with the previous year.
