The work imposed upon Dr Adams (a Government office) by duties in connection with Immigration, can hardly be called private practice, and I would give him a Salary, not fees. But the ground might be told that the salary granted to Dr Adams is
conceded solely
in consequence of The
increased work imposed upon him, and that if that work diminishes, his Salary will be liable to a corresponding reduction. The amount of the fees will be a good test of the work done.
