I have the honor to forward to you for the consideration of His Excellency the application of Mr. Willcocks, the second Master, for an increase of Pay.
As the Colonial Estimates are now under consideration, I request that the matter may be brought to His Excellency's notice, with a view to the increase being included in the Estimates.
