It is generally considered desirable that the salaries of Officers on the fixed Establishment should be altered as little as possible, that officers should look to promotion to higher offices as the reward of their services; but in Colonies with small Establishments where promotion is more uncertain, as in Hong Kong, it is often necessary to alter the salaries of officers on personal grounds.
