Futile German Attacks,

THE RUSSIAN POLITICAL SITUATION.
Proposal to Transfer Seat of Government,
Petrograd, July 16. An extraordinary Cabinet: Council has discussed the proposal to transfer the seat of the Provisional Government. to Moscow.
Decisive Stage Approaching,
Potrograd, July 18. The consensus of opinion is that the decisive stage is approaching in the struggle between the forces of order and disorder. Local troops are bivouacking in the General Staff Buildings and the Winter Palace Square, where cannon have been posted Most of the armoured cars are at the disposal of the Workmens' and Soldiers' Delegates and the military, authorities.

In the House of Commons, Mr. Dillon moved the adjournment after Mr. Bonar Law had announced the deci sion to retain Lord Hardings which was due to Mr. Balionr's representations. A lively debate exsued in which Mr. Balfour declared he would not allow such sa set of gross injustice to one of his subordinates. He himself was responsible and if the House and the country condemned his action he would resign.
