are levied at the rate of 1.20 dols. per net ton, Panama Canal measurement, on ships carrying cargo or passengers, plus 1.0 dols. per 100 cubic feet of space occupied by dork lead, with the limitation that the amount col- lectible shall not exceed the equivalent of 125 dols. per net ton on the net tonnage as determined by the rules for registry in the United States. Inasmuch as it is the practice for lines to consider 40 cubic feet of eargo a ton, when it is more remunerative to charge on the basis of space occupied than on deadweight, a cargo ship can carry at least 214 bill-of-lading tons in each 100 cubic feet (canal ton) of dargo space.
On ideal loading the
charge of 1.20 dols per ton is.. equivalent to 48 cents per bill-of- lading ton. In actual practice the loading of ships varies greatly, and the ratio of the tolls to the cargo carried is widely variable. The tables following show the pro-rated co-t of canal tolls per ton of cargo carried on all the ships making the transit during the last six months of the calendar year 1916 with whole cargoes; that is to say, carrying only one commodity at the time of transit. Commodities shipped through the canal in whole cargoes during that period includ- ad nitrates, coal, crude oil, sugar, lumber, iron ore, manufactured gocds of iron and steel, refined petroleum, coke, chrome ore, fuel oil, manganese, cattle, oats, naphtna, barley, cement, gaso- line, beans, phosphates, zinc ore. explosives, wheat, licorice, copper ore coffee steel, cacso, and jute sacks. In the tabulation for each commodity, published in the "Canal Record," opposite the name of the ship are given the tons of cargo carried, based on the dead weight statements made by the
masters on the cargo declarations, the net canal to on- jage, the tolls collected, and the prorated cost of the tolls per ton of cargo.
Why The Government Requisitioned Ships,
Mr.. Bonar Law, in the coursa of his reply on the debate on the Budget, in the House of Com→ mons,, said that, with regard to the shipping proposals. there seemed to be a misunderstanding. One hon. member spoke as if the object of the Government was to punish shipowners, but he could assure the House that there was no feeling of that kind; but there was no doubt whatever that the public had a feeling that the ship- ping trade had made too much in the way of profits on the war... The Government had decided in dealing with the snipping trade not only to get control of the ships in the sense of getting the best use of the vessels in the. national interest but to control their profits, not by the ordinary excess profits duty, but by system of requisitioning them It was found that there was a certain class of vessels waich could not be adopted which as between the different classes brought out a fair result, if the same taxation arrangements had been made as before with regard to the unrequisitioned steamera It would have meant that the Government would, have practi- cally been guaranteeing these shipowners the pre-war rate. This was because the pre-war year
