A wireless Russian official message announces the auc cessful continuance of the offensive in the direction of Zalochey. It records the capture yesterday of 8.300 officers and men, twenty-one guns, sixtşü machine guns and several mine throwers. Prisoners continue to come in. South east-ward of Brzezany Gity-three officers and 2,200 met were captured on Sunday.

Potrogrul, July 3 The All-Russia Workmen's and Soldiers' Congress appeals to everybody to support the offensive by doing every- thing to help the Army, and urges the soldiers in the rear to prepare to reinforce the front lite troops.
Meanwhile, the Government appeals to the Navy "in the danger which threatens Kussia" to unrulate the Army and prove that liberty has not weakened it.

The report inadequately weighed the risks the preoccupation of the Indian Government in 1913-1915 in connection with internal and frontier affairs. India's mili- tary expenditure before the war racceded the maximum ixed and increased during warume beyond the point which his financial advisers considered safe. - The Government of indik strongly opposed the advance upon Bagdad without reinforcemente but the maintenance of their veto would not have been justifiable in view of the obvious political advant ages and the expediency of a captured Bagdad, also in view of the strong pressure irum.home and the unanimity of mili tary opinion in favour of the advance. The inadequacy of river transport was only revealed when it was too late to make it good although everything possible, was done to remedy. it. The local military authority did not raise this as an objection to the advance. Regarding the medicul break down, which had caused hin the deepest pain and sorrow, he confessed he had been completely deceived by misleading reports from the front, but the moment he knew the truth be made every effort to remedy the breakdown."
