SHIPPING NEWS..

Desertion. From Japanese Ships. Desertions from Japanese ships in European watershare number. ed 464 in the past year. It is believed, however, that the total, including men who have left tramp steamers, will far exceed this number. Most of the desertors are sailors or stokers who ar reported to have found work an shore, such as munition making. One hundred and six of the Japanese deserted at London-

More Ships Needed.

Dr. Addison, Minister of Muni- tions, addressing a crowded meeting of iron ore and munition workers at Kettering recently, declared that unless they could take skilled men. now engaged a in private work, and put them on s greatly augmented ship› pró- gramme and other war, work, which bad now become absolutely essential, they would not be able to defeat the Germans on land or sea. The Government welcomed any amendment in the Bill which would safeguard legitimate inter ests. Dealing with the trade card system, Dr. Addison said some people seemed to think the Minis- ter of Munitions wanted to put skilled men intɔ the A-my.... The fact was they had brought soms 40,000 men, out of the army into the workshops. The introduction " of the schedule was an inevitable change, but they were confronted with demands in some instances forthe amendment of the schedule i which they could not possibly agree. It they were to defeat the submarine menace they must have a largely augmented ship- building.programme over what it was last year, and to do this they must increase their iron ore production by 3,000,000 tons a

year.

The Future of Antwerp? Hamburg ppers report meeting of the leading merchants to discuss the position of Ham- burg in view of the progress of the war, as well as the proposed construction of a canel linking,- the Elba with the Danube. They did not favour a canal from the Main to the Danube, as it was considered too expensive in view of the limited benefits to be deriv- ed. Dr.. Mathies, President of the Chamber af Cmmerce, said DO German city had suffered so mach from the war as Hamburg, and it was now a debt of honour on the part of the German Empire to com. pensate Hamburg orits enormous losses and help to rebuild its com- merce. The meeting passed a resolution urging the Government/ to construct the Elbe-Danube Canal as rapidly as possible. Dr. Mathies farther said that a Main- Danub canal would merely benefit Rotterdam and Antwerp, which were not German Larbours, and nev-f would be German, while the Elbe-Danube canal wuld benefit Hamburg. This is the first official admission on the part of Germany that she is going to give up Antwerp...

It is unders ood. says the "Tipes" that a suggestion has been made that in those cases where the war risk on shipping is entirely assumed by the Government and the marine risk by underwriters, the cause of the loss, in the event of a steamer becoming hopelessly overdre, should be submitted to the decis- ion of an arbitrator. This involves a new principle in marine insur- ance. and is now being much 'discussed in the market. 10
