The Panama Canal Authority has given notice that it will now allow steamers of Allied nations hound for Europe to take at Colon sufficient bunke? coal to ens' le them to reach their destination. Previously the regulations per- mitted steamers only to take enough coat to reach their nearest coaling port after leaving the Canal and the concession, new applied to, the tonnage of Allied nations is significant.
Dutch Harbour Improvements.
At the present moment when Rolland is more than usually
it is conspicuous
apecially interesting to know that the Dutch are making a determined. effort to build the largest port of. Europe. The Dutch Parliament have in hand legislation for the improvement of the harb urs at Amsterdam and Rotterdam. The intention is to increase the depths of the water at the quays, so that ships with a drangat of 46 feet can be admitted för discharging and loading. The ports on the Suez Canal and on the American and Asian coasts are having the waterway deepened so that boats drawing 33 feet of water can to dealt with. But Holland apparently going a step further. In addition, the North Sea Canal is being improved. New locks are being built at Amsterdam and Ymuiden of 1,181 feet long and 331 feet wide, whilst at high tide the depth of the waterway will be 46 feet. Holland, in thus looking ahead, evidently hopes to get the Central European trade through her ports.

Reparation for " iracy," Sir Abert Stanley, President of the Board of Trade, recently received a deputation from the Association of Chambers of Com- merce, beaded by Fir Algernon - submitting Firth (president), resolutions passed in March on the subject of German submarinė piracy and the treatment of mer- chant shipping. The first resclu- tion declared that no peace terms
which did not provide for the replacing by the enemy of all ships and full compensation paid for all ships' sunk on account of the enemy's piratical methods. The Government were also asked not to leave every ships freejm after the war to extend their share of the world's carrying trade u til the reparation had been made. The second resolution requested that zo en my steamers captured or detained in British or Allied ports should be returned. to the enemy at the c-nclusion of the war; that all British and, Allied steamers detrized in saemy ports at the beginning of the war should be delivered to the owners, or, if destroyed, full. compensation paid to the owner. ~~ at the conclusion of hostilitie Bir Albert Stanley promised to Lay the matter before the detud: Government.
