Position of Allen, Masters. The position of officers of the British Mercantile Marine who are of alien descent came before the House of Lords recently, the subject being raised by Lord; Buckmaster. who asked the Government to state whether there was any, and if so what, fixed rule regulating the with- drawal of ce tificates by the Board of Trade from officers in the Mercantile Marine of alien descent; and, if such rule existed, whether it aplied to any other service and, if not, what was the reason for its partial application. He had three cases in which it had operated very harshly. One case Was that of Captain Reipenhausen, of the Elve Funnel Line, born in this country, but his father was a Hanoverin who came to reside here when Han ver was incorporated into the German Empire and married a Scotch woman. Reipenhausen had Keen deprived of bis certificate, although the Admira- ty had stated that it had no charge or ground for suspicion azaiest him, and so far as it knew he

was thoroughly honest, capable and trustworthy. His veesel was torpedoed up its second voyage after be had been deprived of the command. Lord Buckmaster'said he wanted to know the reason for this rule. These men could have received the confidential instructions of the Admiralty if their parents had been naturalised at the time". they were born; and, if their parents had not been legally married, they would not bave come under the rule. Such a rule appeared to require very strong justification. Its dis- advantages were obvious, because the country was deprived of the services of merchant seamen of tried courage and capacity; and by taking from British subjects their means of livelihood they
