SHIPPING NEWS.

The Fature of British Shipplagë Mr. L. R. Phillips, presiding at the annual meeting of the Court Line, Ltd., said he was not in the least pessimistic. as to the value of shipping in the [future. The trouble they wers now suffering from was Govern- ment interference and enormous taxes. No sane Government would allow a 60 per cent, profits tax to continue after peace was once signed. It was as important that we should be the leading mercantile country of the world as that we should have the greatest Navy in the world and the Government must give them a chance. Neutrals had been earning ten times as much as they had been earning, and unless they were given a chance they would be knocked out as régards being the greatest shipping country in the world.

State Control of Shipping, "Shipowner," writing to the "Journal of Commercs," says.— Sir Alfred Booth, chairman of the Cunard Line, in his speech uttered some of the soundest criticisms, and the healthiest criticisms, that have been made in relation to the State control of [shipping. Coming, as they do,

from a man so eminently associ»“ ted with the British mercantile marine and from one also regard. ed as a great expert, the views which he has offered are of the utmost significance. One can

pass over for the moment his references to the mis-manage- ment of the financing of the war, but I beg to offer the suggestion. that practically the whole of the shipping community of this country will strongly endorse his words when he says that he "is left quiet cold" by the policy. which is now being put into effect, to requisition all privately-owned ships and placing them under centralised Government control. The extent to which official "aloofness" has made matters worse than they might have been for us is certainly shown," as Sir Alfred Booth points out, in the present subruarine menace. To those who were acquainted with the possibilities of, and the progress being made by, the German submarine policy it was obvious the chief antidote would have to lie in our building "ships and more ships," to quote the language of the Prime Minister in his recent speech. Yet, as Sir Alfred Booth points out, two years after the campaign began a Minister announced in Parlis- ment as a great triumph that the output of our merchant shipping during the month of March was one-half of the pre-war rate! He went on to say that merchant shipbuilding had been persistently blocked by the Admiralty, and, although this may be regarded as a general indictment on depart mental methods, it shoud not
