Embassy in Paris has forwarded an extract from the French Journal Officiel of 6th March, being a copy of a Decrees dated 24th February, to the effect that the establishment or oper ation, without the authorisation of the Ministry of Commerce, on M or above French territory, or on board French vassals, of mach-"` ïnes or apparatus for telegraphing or signalling is prohibited.
