“Nagano-maru” Transferred to Owners. The s.s. Nagano-maru, which was launched at the Mitsu B shi ckyard and Engine Works," Nagasaki, on April 25, bás been completed for service and was recently transferred to the owners,
the Nippon Yusen Kaisha. A sister-ship will be. launched from the Dockyard” early this month.
Fusan Dockyard.
It is reported that the con- struction of the deckyard' ...at - Fusan has made great progress, the reclamation of sea front of 3,500 tsubo out of the total of 14,500 tsubo having already been completed. The construction of a breakwater has also been nearly completed and it is expected t finish the antire work by June 10, so that the drainage of the dock and the installation of macbinery may be star ed im- "mediately afterwards. The dick will in all probability be opened this auturon It is designed to take in ships of 1,000 tons, but under
present arrangements ships of some 700 tons only will be docked.
American Shipbuilding. The American Government has decided on the construc ion of a great American float for the purpose of frustrating the Ger- man submarine menace. For that | purpose a claim for a new appro- priation amounting to G.$1,000.- 000,000 will be short y introduced into Congress, The appropriation, bill also provides that in the o şe of unavoidable necessity the Government will order steel
orks in the country to cancel all previous contracts made with private concerns,except ra lway companies and. make them undertake the building of steel and wooden vessels. The Board" estimates that from 5, 00.000 10 6,00, 00 tons of steel and wooden ships may be constructed ia two years.
Not to the Best Advantage.. Lid Joicey, presiding at the annual meeting in Newcastle of the North of England Steamship Owners' Association, said- shipe requisitioned by the Government were not used to the best advant. ge. With a business man at the head of the Shipping Control Department, he foresaw great changes. Bluebook rates were too low, expenses having increas- ed enormously since they were fixed. Lord Joicey paid a tribute to the merchant marine, and said he had not heard of a single case of a crew refusing to. sail because of danger from the enemy. In recognition of the pressing necessity of revising the Ship- building Encouragement Law, & bill was drafted by the Japanese Depar ment of Communications for presentation to the 38th session of the Imperial Diet sad would have been debated but for the dissolution of the Lower House. The same bill was later overhauled and was further altered to be submitted to the "extraordinary session of Pa-lia-
ment. Itis now under the scrutiny - of the Board of Legislation. The same Law was drafted in 1896 and was given effect in 19.0, when the Japanese shipbuilding industry was still in its infancy. As the industry has taken wonde:ful, strides since, there exists no longer any reed of conti uing the same protection as of old. Again, the shipbuilding bounties have been swelling year after year, proving a heavy drain on the National Treasury, No icc nsiderable deficit was created in the Government appropriation of G.Y3,120,000 in the preceding fiscal year, and this in a year when the number of new vessels constructed WAS necessaril small because of the in-ufficient upply of material con-equest up n the war, The deficit has be a more pronounced in the new fiscal year, and the author.tics are said to be confronted with the necessity of ask ng the ex- traord narys ssion of Parliament for a supplementary appropri ation of over 73,40,000. As the number of new ships to be built is bound to i.crease yearly, the amount of the shipbuilding bounties will correspondingly increase.
