It is proposed 'ta overhaul in favour of a more businesslik, ar- rangement the Japanese War Marine Insurance Compensation Law under which the Gover- ment is responsible for 80 per cent of any claims made in sc- crdines with the provisions of the law. "An idea of this under taking may be obtained from the latest returns showing particulars for March. The total contracts made dú ing that month amount- ed to Y.222,390.00, sbowing an increase of Y.72,710,003, or 48.6 per cent over the preceding month. Of these contracts, those" on articles of merchandise, as separate from hulls. amounted to Y.151,100,000, in other wor ́s, to 77.6 per cent. of the value of the month's total foreign trade, put at" Y.207,720,000. The total con- tracts since the promulgation of the law in September 1915 to the end of March amounted to. Y.2,- 967,60,000, The claims raised amounted to Y.13,120,000, of which the Government was re- sponsible for Y-14,500, 00, Of this amount the Government has so far paid Y.6.065,856.

Japanese Tea Shipments.

The Nippon Yuson, Osaka Shosen, and the Toyo Kisen Kisen Kaisha proposed to reserve 16,000 tons for the shipment of tea to America. The tea merchants concerned maintained that this was too small for the expected shipment of 45,030 tons, and accordingly petitioned the su- thorities to get tonnage increased. The three subsidised steamship. companies have agreed to increase the tonnages to be reserved tor 20,00 tons. Even with that the merchants are not fully satisfi d. for there still remains 25,000 tons Wanting: At the same time, it is very advantageous for them to be able to ship about half of the total exports at the comparatively, low freight of $7.50. The ruling charter rate on the American service stands at the uap eced- eat:d figure of Y.25. Higher still are the market freights on tea, the figures quoted ranging from $20 to $30, or more than three timas the figure-$7.50-at which the Nippon Yusen, Osaka Shosen, and the Toyo Kisen Kaisha have agreed to ship 20,000 tms. Such being the case, it is feared that tea merchants will be confronted with considerable difficulty în making good the shorta e in the requisite amount of tonnage.
