Mr...Asquith on the Meaning of Annexation.
THE HONGKONG TELEGRAPH, FRIDAY, MAY 18, 1917.
London, May 17. In the House of Commons, after Lord Robert Cecil's speech, Mr. Asquith followed with an impressive utterance. Firstly he ex- plained that the phrase "ab adoration" appearing in soms of the Russian declarations had, perhaps, through imperfect- tiona of international Vocabulary, bena imperfectly apprehended. He did not believe it was used in any different sense by responsible Russira lendars and rulera than in the sense to which we should be prepared to subscribe.
There wars, however, four different senses in which the word "annazation might properly be employed. First of all, there might be an- neration and there would be aonexation if tuik war was to result în a durable and honourable peace-which consisted in smsnoipa- tion of the enthralled and oppressed populations from a despotiam under which they had hitherto laboured.-(Cheers).

Mr. Asquith, proceeding, said that that was not only legitimate bat the purposes for which we drew the sword in the war would either not be accomplished, or would be accomplished inadequately, unleas annexations in abat sense of emancipation were thoroughly carried out by the Allies-(Cheers). He was perfectly sure that the new members of the Baanian Executive would not protest against annexa. sion needed for that purpose. Secondly, there was the case of the anion of artificially separated nationalities. Take the case of the Trentino. Annexstion in that case was required to satisfy the dictates of conscience of the civilised world.-(Cheers). Thirdly, annexation might be needed for the transference of sovereignty or territory for the purpose of retaining atrategic positions which were shown to be necessary, not for aggression, but for self-protection and defence against future attack,
Mr. Asquith, continuing, sid then there was the fourth case, namely sunexation meaning conquest for the sake of expansion of; territory and of political and econumio aggrandiiemeent. He believed there was no man in that Bou-e or in his country, and he was certain there was no Power among the Alliee, prepared either to practise or justify antsration in that sense. (Cheers). In the House of Commons, Lord Robert Cecil, replying to Mr. Soowden's demand for a British declaration of no annexations and no indemnities similar to the new Russian declaration, said: The Government has constantly declared that we did not enter the war with a scheme of imperialistic aggrandiserent. We did not conquer the German colonies in order to rescue the natives, but as part of our plans of war. If there was any measure of success in the war he would regard with horror the idea of handing back the na tives who had been freed from Germany. Did the restora tion of Poland mean annexation; likewise Alsace Lorraine and the Italian provinces? He deprecated any suggestion of abandonment of such desirable achievements. Did the demand for no indemnities mean no reparation for Belgium, Serbia and Northern France and the destruction of peaceful shipping Regarding the German Chancellor's speech the same thing was happening now as happened before. HOME RULE SCHEME.

It is stated that the Government's Home Rule scheme provides for the immediate establishment of Parliament in Dublin for the twenty-six Nationalist counties, excluding the six Ulster counties with the option to them to join later. A National Council will be established which will be representative of both sections.
Mr. Lloyd George's Proposals,
Mr. Lloyd George has sent a letter to Mr. John Red- mond proposing the inmediate introduction of a Bill estab lishing an Irish Parliament, excluding the six Ulster coun- ties subject to reconsideration by Parliament in five years hence if the exclusion is meanwhile not terminated by a Council of Ireland comprising delegations from the Irish Parliament and Ulster commoners. The Government re- commends that the Bill, after its second reading, be con- sidered by a conference similar to the Speaker's Electoral Reform Conference. The Government alternatively is ready. to convoke a Convention of Irishmen for the purpose of producing a scheme of Irish self-government if the foregoing proposals are not adopted.
